Municipal Utilities Commission

Minutes

August 27, 2015

The Municipal Utilities Commission met in regular session on Thursday, August 27, 2015, at the Municipal Utilities Commission conference room at 410 Academy St., Cambridge, Md. Mayor Victoria Jackson-Stanley convened the meeting at approximately 6:30 pm.

Expenditures

Expenditures for the Month of July 2015 in the amount of $148,911.65 were submitted for approval.

Motion to approve the expenditures was made by Mr. Brooks, seconded by Mr. Pasden.

Approved.

Minutes

Minutes for the MUC Meeting of July 23rd, 2015, were submitted for approval.

Motion to approve minutes was made by Mr. Williams, seconded by Mrs. Alschbach.

Approved.

Fence Update

Mr. Bramble informed the Commission that the fence has been completed including the key pad and the remotes.

Vac-tron Purchase

Mr. Bramble explained the difference between the pressure pumps and supplied additional literature on each one of the Vac-trons. He also informed the Commission about the price variance on the proposals between Ditchwitch and Vermeer. He explained the difference between the two was the blower. Mr. Williams expressed his concerns between the two proposals in keeping our purchase’s local when possible.

After further discussion a motion to approve the purchase of the Vac-tron from Vermeer

for the amount of $55,014.00 was made by Mr. Williams, seconded by Mr. Pasden.

Approved.

Motion to move money from the reserve account to purchase the Vac-tron was made by Mr. Pasden, seconded by Mr. Williams.

Truck Purchase

Mrs. Dorman presented the Commission with two proposals for our work Truck. The first one was Hertrich for $53,677, and the second from Preston Ford for $55,186. Hertrich being a 2015, Preston a 2016.

Mr. Williams and Mr. Brooks expressed their concerns about the reoccurring payments and how they may affect Municipal Utilities in the future.

After further discussion a motion to approve Preston Ford for the amount of $55.186., was made by Mr. Williams, seconded by Mrs. Alschbach.

Approved.

Motion to move money from the reserve account to purchase the Truck was made by Mr. Pasden, seconded by Mr. Williams.

Energy Contract

Our contract with Liberty Power expires on 9/1/2015. We were accepting bids thru Bidurenergy. Liberty Power stated they could not submit a bid at this time. They have changed their criteria and felt we may not be eligible for a reduced rate. The bids we have received, the Commission elected to go with Constellation for a period of 24 months.

Motion to approve was made by Mr. Brooks, seconded by Mrs. Alschbach.

Approved.

Budget Adjustment

Mrs. Dorman requested to change the amount on two accounts. The first being account number 10-500-150 and the second being account number 10-600-151. These are tied directly to payroll taxes which is the same category. The combined total for payroll taxes will not change.

Motion to approve change was made by Mr. Brooks, seconded by Mr. Pasden.

Approved.

Superintendent’s Report

Mr. Bramble discussed street openings and repairs. He reported on the Pumpage and Billing for the Month of July. He also informed the Commission that the unmetered water was down by 12% from last year.

Misc. discussion-Holiday schedule

Mrs. Dorman requested permission to move forward scheduling our employee annual Holiday luncheon.

Motion to approve was made by Mr. Brooks, seconded by Mr. Williams.

Mrs. Dorman discussed the annual Holiday dinner/meeting. After some discussion it was decided that she would e-mail the Commission with a date after checking their schedules. Tentative date’s (12/03/15) – (12/10/15).

Absent: Mr. Kevin Johnson

With no further business, a motion was made to adjourn at approximately 7:30 pm.
