Recommendation: That Council approve as submitted.

3. SUBJECT: Minutes from the May 23, 2016 Council meeting
Recommendation: That Council approve as submitted.

4. SUBJECT: Supplemental Appropriation to the General Fund
Recommendation that Council:
A. Appropriate $6,500 in donations for Police Uniforms to the General Fund and increase the Police Department Budget for the same amount.
B. Appropriate $4,200 in grants from The Maryland Historical Trust for the training of staff and HPC members and increase the Public Works budget by the same amount.
C. Appropriate $5,554 in grants from Governor's Office of Crime Control and Prevention (GOCCP) to help victims of domestic violence and increase the Police Department Budget for the same amount.
D. Appropriate $2,000 from sale of old assets on govdeals.com and increase the Police Department Budget by the same amount.

5. SUBJECT: Letter of Support for the Naval Air Station, Patuxent River (NAS PAX) Joint Land Use Study (JLUS)
Recommendation: That Council approve and authorize the Acting Mayor to sign a letter of support for the Naval Air Station, Patuxent River (NAS PAX) Joint Land Use Study JLUS.
6. SUBJECT: Request from Wednesday Morning Artists for permission to hold a Cambridge Pre-Competition Paint Out/Wet Paint Sale on Friday, July 8th from noon until 2:00 pm on the sidewalk on High Street between the Dorchester Center for the Arts and the High Spot and parking be prohibited on that section High Street.
Recommendation: That Council approve the request.

7. SUBJECT: Request from Dorchester Skipjack Committee for permission to hold a family picnic on Monday, July 4th from 12 noon until 4:00 pm in the Long Wharf parking lot.
Recommendation: That Council approve the request.

8. SUBJECT: Request from Cambridge Main Street for permission to hold RAR-BQ on Saturday, June 18 from 11:00 am to 5:00 pm on Poplar Street, close street from 10:00 am until 7:00 pm, and for a variance from the noise ordinance.
Recommendation: That Council approve the request.

9. SUBJECT: Request from Dorchester Center for the Arts for permission to hold Dorchester Center for the Arts Showcase on Sunday, September 25 from noon until 5:00 pm; close High Street from Poplar Street to Water Street, and a variance from the noise ordinance.
Recommendation: That Council approve the request.

10. SUBJECT: Request from Hyatt Regency for permission to display fireworks from Breakwater Pier on Thursday, July 28 starting at 9:30 pm for approximately 8 minutes.
Recommendation: that Council approve the request.

11. SUBJECT: Request from Bethel AME Church for use of City property on Schoolhouse Lane and Chesapeake Court for closure of Chesapeake Court on July 30, 2016 from 12 noon until 2:00 pm (or August 1, 2016 as a rain date from 4:30 pm until 6:30 pm) for a community outing event and a variance from the noise ordinance.
Recommendation that Council approve the request.

12. SUBJECT: Request from Mid-Shore Community Band for a noise variance on July 4, 2016 for a community concert at Sailwinds Park from 7:00 pm until 8:00 pm on the outdoor stage at Governors Hall.

20. SUBJECT: Ordinance No. 1081to Amend the Unified Development Code to Remove Section 2.4.2 D.1. that States that "No Existing Structure Devoted to a Use Not Permitted by This Ordinance in the Zone in Which It Is Located, Shall Be Enlarged, Extended, Constructed, Reconstructed, Moved, or Structurally Altered Except in Changing the Use of the Structure to a Use Permitted in the Zone" and to Add Reference Language.

A. Rescind Ordinance No. 1019 Boarding of Residential Structures & Monitored Rehabilitation Program (MRP); and
B. Permit those properties currently enrolled in the MRP to remain until their expiration dates with no extensions.

23. SUBJECT: Sale of Excess Property: 705 Pine Street
Recommendation: That Council approve sale of excess City property located at 705 Pine Street to Mr. Edward Beasley, sole bidder, in the amount of $500.00 plus transfer fees and advertising costs

24. SUBJECT: Charter Resolution CR-2016-01 A Resolution of the Commissioners of Cambridge to Amend the Charter of the City of Cambridge by Substituting the Term and Position of "City Manager" for All References to "Clerk," "Clerk-Treasurer," "Treasurer," "Town Clerk," "Town Clerk and Treasurer," or "Town Clerk, Treasurer and Collector of Cambridge" Throughout the City Charter.
Recommendation that Council:
A. Introduce Charter Resolution CR-2016-01 by reading of title only
B. Schedule June 20, 2016 for a public hearing, and adoption.

25. SUBJECT: Charter Resolution No. CR-2016-02 A Resolution of the Commissioners of Cambridge to Amend the Charter of the City of Cambridge by Amending Section 3-7 Entitled "Supervisor of Elections."
Recommendation that Council:
A. Introduce the Charter Resolution No. CR-2016-02 by reading of title only and
B. Schedule June 20, 2016 for a public hearing and adoption.

26. SUBJECT: Charter Resolution No. CR-2016-03 A Resolution of the Commissioners of Cambridge to Amend the Charter of the City of Cambridge by Amending Section 3-5
Entitled "Commissioners; Number, Election, Tenure, Qualifications" to require 6-month residency within the ward prior to the election, to establish documentation to be submitted, and to require residency within the ward during the duration of the term of office.
Recommendation that Council:
A. Introduce the Charter Resolution No. CR-2016-03 by reading of title only and
B. Schedule June 20, 2016 for a public hearing and adoption.

27. SUBJECT: Charter Resolution No. CR-2016-04 A Resolution of the Commissioners of Cambridge to Amend the Charter of the City of Cambridge by Amending Section 3-6 Entitled "Same; Election" to Provide for a Change in the Date of Elections of Commissioners to the Tuesday Following the First Monday in November, Beginning in 2020, so as to Coincide with the Presidential Elections."
