City Council Meeting Minutes

May 16, 2016 -- Special Meeting
The City Council met in a special regular session on Monday, May 16, 2016 in Council Chambers. A quorum being present, Acting Mayor Donald Sydnor called the meeting to order at 6:00 p.m. Those Commissioners in attendance were Commissioners Vickers, Cooke, Thomas, and Hanson. Acting Mayor Donald Sydnor asked for a moment of silence. Commissioner Hanson led in the Pledge of Allegiance.

Agenda

1. Council to approve or amend agenda as presented

Acting Mayor Donald Sydnor requested that Council add a brief update on the Hearn Building. A motion by Commissioner Thomas to accept the amended agenda was seconded by Commissioner Hanson and approved 5:0.

Old Business

2. SUBJECT: Hearn Building/Race Street

Oden Wheeler reported that Custom Welding finished getting the front façade stabilization done today. Race Street is now open. The sidewalk in front of the Hearn Building will remain closed. The sidewalk on the other side of the street is open.


3. SUBJECT: Budget Presentations by Department Heads
Recommendation that Council:
A. Receive presentations on Department Budgets
B. Give any direction to staff on budget matters

Presentations were made on the following: Mayor, Council & Administration; Police Department; Rescue Fire Company; Public Works; Marina; Sewer Service; and the Municipal Utilities Commission.

The next step in the budget process will be a public hearing set for May 23, 2016 at 6:00 pm.


New Business

4. SUBJECT: FY 2017 Energy Water Infrastructure Program Grant Application
Recommendation that Council authorize MUC to submit an application for a FY 2017 Energy Water Infrastructure grant in the amount of $392,955.00 to replace four well pumps and one service pump.

A motion by Commissioner Hanson to approve the recommendation was seconded by Commissioner Thomas and approved unanimously.


A motion by Commissioner Hanson to adjourn the meeting was seconded by Commissioner Cooke and approved unanimously.

With no further business, Acting Mayor Donald Sydnor adjourned the meeting at 8:41 p.m. I hereby certify that the foregoing is a true and accurate account of the Council meeting Monday, May 16, 2016, insofar as I personally am aware.
