1. PZ #2016-008 Conceptual Site Plan for a Retail store at the corner of Pine Street and Wells Street.

Text Amendments:

2. PZ TA #25 Revise Section 4.2.3 to allow a Studio for Art, Music, Dance and Similar within the NC-1, NC-2, NC-3, and NC-4 Zone Districts as a Special Exception with Conditions within the text portion of the UDC Section 4.2.3 as indicated in the Permitted Land Use Table #1. Refine the use intensity limitations.

3. PZ TA #27 Revise Section 4.4.5 Development Standards to include Form Based Code Standards for the Civic subdistrict. Revise the Downtown General Standards to include the Civic sub district. Correct the Downtown/Waterfront Development District Map to reflect the appropriate “Civic” designations for various public properties.

4. PZ TA #28 Revise Section 9.2 to add new land use definition section to provide parameters for the new cottage industry of short term rentals via the internet.

5. PZ TA #30 Revise Section 5.1.4 to include fence standards for commercial lots.

6. PZ TA #31Revise Section 6.5 to providing clarification between freestanding signs and multi-tenant signs, reorganizing language and removing repetitive review criteria.

 

Item Deferred to May Hearing

1. PZ TA #29 Revise Section 2.1.2 E. to allow the Planning Commission to modify the minimum standards of the UDC with respect to minimum street frontage, yard, open and usable space, or other minimum requirements imposed by this ordinance for the lands located within the Downtown Development District. The relaxing of these minimum standards would not include the maximum residential density or maximum height. Secondly, to allow the Planning Commission to use the Maximum Bulk Standards in lieu of minimum setbacks within the General Commercial and Commercial Mixed Use Zones when reviewing a site plan, if doing so improves the overall site design and layout. Thirdly, allow for an increase in the Maximum Bulk Standards by 15% when exceptional design elements are presented, such as, but not limited to, the creation of strong street wall, high quality architecture and materials, compact urban design, multi-modal accommodations on site, pedestrian amenities, and high quality designed open space .
