Council Meeting Minutes

July 25, 2016
The City Council met in a special regular session on Monday, July 25, 2016 in Council Chambers. A quorum being present, Commissioner Donald Sydnor called the meeting to order at 6:00 p.m. Those Commissioners in attendance were Commissioners Vickers, Cooke, Thomas, and Hanson. Commissioner Donald Sydnor asked for a moment of silence. Commissioner Hanson led in the Pledge of Allegiance.

Commissioner Donald Sydnor announced that Council held a closed executive session concerning personnel at 5:00 pm this evening.


Agenda

1. Council to approve or amend agenda as presented

A motion by Commissioner Thomas to accept the agenda as presented was seconded by Commissioner Vickers and approved 5:0.

Consent Calendar

2. SUBJECT: Meeting Minutes from July 11, 2016
Recommendation: That Council approve as submitted.

3. SUBJECT: Request from Richardson Maritime Museum for permission to hold their 11th Annual Cambridge Schooner Rendezvous from October 20 through 23, 2016 (set up starting on October 19th); permission to erect a tent; free dockage for registered vessels; encampment; reduced per-foot charge from October 21st to October 24th; variance from the noise ordinance October 21st from 9:00 am until 3:00pm, October 22nd from 10:00 am until 10:00 pm, and October 23rd from 10:00 am until 5:00 pm; permission to serve beer and wine on October 22nd from 12 noon to 10:00 pm and October 23rd from 12 noon until 6:00 pm; blanket permit to waive vendor fees on October 22nd and 23rd.
Recommendation: That Council approve the request.

4. SUBJECT: Request from Durren-Dorchester County German Partnership for permission to hold Crabtoberfest on the 400 block of Race Street on Saturday, September 24th from 4:00 pm until 10:00 pm (set-up from 2:00 pm until 11:00 pm); a variance from the noise ordinance; permission to serve alcohol
Recommendation: That Council approve the request.

5. SUBJECT: Request from Mt. Sinai Baptist Church for permission to hold their Annual Back to School Block Party on Saturday, August 20 (rain date: August 27) from 12 noon until 4:00 pm on Park Lane in front of their church and a variance from the noise ordinance
Recommendation: That Council approve the request.

6. SUBJECT: Request from Baywater Animal Rescue for permission to use Great Marsh Park on Saturday, September 17, 2016 from 10:00 am until 2:00 pm for "Strut Your Mutt" and a variance from the noise ordinance (during awards).
Recommendation: That Council approve the request.

A motion by Commissioner Thomas to approve the consent calendar (Items 2 through 6) was seconded by Commissioner Hanson and approved 5:0.

Old Business:

7. SUBJECT: Selection of the Market Analysis Services for the Sailwinds Port Property (continued from 7/11/16)
Recommendation: That Council:
A. Receive a staff report on the Sailwinds Advisory Group recommendations for a market analysis firm;
B. Hold a public hearing, take public comment, and close the public hearing;
C. Authorize staff to enter into an agreement with Delta Associates for the preparation of a market analysis for the Sailwinds Port Property in a not-to-exceed amount of $32,500.

A motion by Commissioner Cooke to defer this item until the new Council has had time to review was seconded by Commissioner Vickers and approved 3:2 with Commissioners Thomas and Sydnor opposed.

8. SUBJECT: Certification of July 12, 2016 Municipal General Election Results
Recommendation that Council accept the Certification of the July 12, 2016 Municipal General Elections.

A motion by Commissioner Vickers to accept the City of Cambridge municipal general election results was seconded by Commissioner Thomas and approved 4:0:1 with Commissioner Cooke abstaining.


New Business

9. SUBJECT: Swearing-in and Seating of Newly Elected Commissioners

Amy Craig, Clerk of the Circuit Court for Dorchester County, administered the oath of office individually to: Stephen W. Rideout, Donald J. Sydnor, La-Shon M. Foster, David L. Cannon, and Robert L. Hanson.

Amy Craig, Clerk of the Circuit Court for Dorchester County, administered the oath of office to Mayor Victoria Jackson-Stanley, on July 18, 2016 at 10:00 a.m.

A motion by Commissioner Cannon to go into closed executive session to discuss personnel was seconded by Commissioner Foster and approved 5:0.

10. SUBJECT: Selection of Council President and Chair pro tempore
Recommendation that Council:
A. Select a President from July 2016 to January 2021, and
B. Select as Chair pro tempore from July 2016 until July 2017.

Commissioner Sydnor reported from closed session that Commissioner Hanson will be Council President for one year. Commissioner Sydnor will be Chair pro tempore for one year.


A motion by Commissioner Hanson to adjourn the meeting was seconded and approved unanimously.

With no further business, Commissioner Donald Sydnor adjourned the meeting at 6:55 p.m. I hereby certify that the foregoing is a true and accurate account of the Council meeting Monday, July 25, 2016, insofar as I personally am aware.
