City Council Meeting Minutes (Special Regular Meeting)

August 29, 2016

The City Council met in a special regular meeting on Monday, August 29, 2016 in Council Chambers. A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 6:00 p.m. Those Commissioners in attendance were Commissioners Rideout, Sydnor, Foster, Cannon, and Hanson. Also in attendance were City Manager, Sandra Tripp-Jones and City Attorney, Robert Collison.

The meeting was noticed in accordance with Maryland Code Section 1-15(b), Special Meetings.

NOTE: It is the intention of the City Council to meet in open session only for the purpose of voting to close its meeting to discuss matters that the Open Meetings Act permits it to discuss in closed session, and then to reconvene in open session for the purpose of reporting on the closed session.

Closed Session

2. SUBJECT: Consideration of Meeting in Closed Session
Recommendation: That Council consider a motion to meet in closed to discuss personnel matters.

Authority for closure of the meeting: Maryland Annotated Code, General Provisions Article § 10-508.
(a) ... a public body may meet in closed session or adjourn an open session to a closed session only to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom it has jurisdiction...


A motion by Commissioner Foster to go into closed executive session to discuss personnel was seconded by Commissioner Sydnor and approved unanimously.

 

3. SUBJECT: Consideration of Closing the Closed Session
Recommendation: That following a closed session, Council consider a motion to end the Closed Session and Resume the Special Regular Session

A motion by Commissioner Sydnor to end the closed session and resume the special regular session was seconded by Commissioner Hanson and approved unanimously.

Rob Collison reported that there was no action taken and nothing to report.


The special regular meeting was adjourned at 6:50 pm.
