Historic Preservation Commission

Minutes

July 21, 2016

 

The Historic Preservation Commission met on July 21, 2016 at the City Council Chambers, 305 Gay St. Vice-Chair, Mike Russo called the meeting to order at 7:00 P.M. Mr. Russo began the meeting by conducting roll call and issuing a welcome. Mr. Russo then conducted the swearing in of persons planning to testify and explained the order of business.

Minutes:

June 23, 2016

Ms. Smith made a motion to approve the minutes. Mr. Russo seconded the motion, and it passed unanimously.

 

Consent Agenda

HPC 2016-027, 8 West End Ave: Janet and Gregory Boss request approval to remove door, portico and steps on street side at front of house, reframe door opening and replace it with a window.

HPC 2017-001 215 Glenburn Ave: Michael and Dale Schrader request approval to replace three windows on the house.

HPC 2016-027 and HPC 2017-001 were approved by consent agenda. HPC 2017-002 and HPC 2017-004 were removed from the consent agenda for discussion

Old Business:

HPC 2016-030, 304 Gay St: Eddie Howard represented the application to replace the porch columns, railing, and ceiling. Mr. Howard explained his proposal, and presented a sample of the existing railing to show its deterioration. The Commission asked Mr. Howard questions about the proposed materials, and how the vestibule and lattice on the porch would be treated. There was no public comment on the application. There was further discussion regarding the materials, the level of deterioration, the potential to set a precedent, the effect of the alteration on the street scape, and the treatment of the ceiling. There was also a discussion of the site visits that the Commissioners took to the property to meet with the project contractor. Mr. Russo and Ms. Olshesky met with staff and the contractor at the property, separately. Mr. Berman and Ms. Smith met with staff and the contractor at the property together.

Ms. Smith made a motion to approve the request as submitted, with the condition that the ceiling should be scraped and repainted, not covered with vinyl soffit. Mr. Nichols seconded the motion and it passed 4-1, with Ms. Olshesky dissenting. The written dissention is included at the end of this document.

New Business:

HPC 2016-026, 310 Mill St: Ms. Olshesky recused herself, citing a conflict of interest. William and Leslie Bishop represented the application to construct a new carriage house, loggia and porch, and to construct a new driveway, replace the existing sidewalk and replace the existing side door. Mr. Bishop presented the drawings for the project and explained the reasoning behind the requests. The Commission asked Mr. Bishop questions about the pitch of the garage roof, the existing shed, setbacks, shed doors, the view from Mill street, the side steps and the scope of work. There was public comment from Frank Cooke, of Mill Street and Farrell McCoy, of High Street.

Mr. Berman made a motion to approve the application as submitted, with the exception of the proposed door replacement, with the stipulation that the door request should be tabled for further information. Ms. Smith seconded the motion and it passed 3-1 with Mr. Nichols dissenting.

HPC 2016-003, 321 Choptank Ave: Purnell Shortall represented the application to re-install four windows in the front and side gables of the house, and to replace the siding in the gables. The Commission asked Mr. Shortall questions regarding the proportions of the windows in question, the siding, and potential for trim. There was public comment by Farrell McCoy, of High Street. There was further discussion regarding the other houses on the street and their windows, the vinyl siding, etc.

Ms. Olshesky made a motion to table the application for further information. Ms. Smith seconded the motion and it passed unanimously.

HPC 2017-002, 824 Locust St: Teresa Lamar represented the application to replace one front door, and to change the existing front sign face. Ms. Lamar presented updated application information regarding her requests. There was no public comment on the application. The Commission discussed the elements of the sign and appropriateness of the door replacement.

Ms. Olshesky made a motion to approve the request to alter the sign, and to table the request to replace the door for further information. Mr. Berman seconded the motion and it passed unanimously.

HPC 2017-004, 100 Belvedere: Kathleen Bautista represented the request to replace an existing chain-link and wood picket fence with a white vinyl fence. There was discussion by the board regarding whether or not the proposal met applicable zoning requirements. There was public comment by Kenny McDonald, of Belvedere Avenue, and Franke Cooke of Mill Street.

Ms. Olshesky made a motion to table the request for further information. Mr. Nichols seconded it the motion and it passed 3-1 with Ms. Smith abstaining.

Informal Review:

211 Belvedere Ave: Kenny McDonald requested guidance regarding shortening a window on the side elevation of a property to accommodate additional counter space in the kitchen. The Commission discussed the visibility from the street, similarly sized windows in the neighborhood, and directed Mr. McDonald to bring an elevation of the side of the building and site plan when submitting his application. There was public comment by Farrell McCoy of High Street.

Discussion:

Admin approval language: The discussion was tabled until the next meeting.

Motion to adjourn: Motion by Ms. Olshesky, Ms. Smith seconded the motion and the Commission unanimously approved it. The meeting adjourned at 9:50 p.m.
