City Council Meeting Minutes

October 24, 2016
Prior to the City Council meeting, the Council received training from the Ethics Commission. This session was open to the public.

The City Council met in regular session on Monday, October 24, 2016 in Council Chambers. A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 6:00 p.m. Those Commissioners in attendance were Commissioners Rideout, Sydnor, Cannon, and Hanson. Commissioner Foster was absent. Mayor Victoria Jackson-Stanley asked for a moment of silence. Commissioner Hanson led in the Pledge of Allegiance.

Agenda

1. Council to approve or amend agenda as presented

A motion by Commissioner Hanson to approve the agenda as presented was seconded by Commissioner Cannon and approved 4:0.

Consent Calendar

2. SUBJECT: Meeting Minutes from Council Meeting on October 11, 2016
Recommendation: That Council approve as submitted.

3. SUBJECT: Request from the Cambridge-Dorchester Christmas Parade Committee to hold the Christmas Parade on Saturday, December 3, 2016 starting at 5:00 pm at Long Wharf (line up at 4:00 pm), a variance from the noise ordinance, and waive the vendor permit fees for non-profit organizations
Recommendation: That Council approve as submitted.

A motion by Commissioner Sydnor to approve the Consent Calendar (Items 2 and 3) as presented was seconded by Commissioner Rideout and approved 4:0.

Old Business

4. SUBJECT: Council Committees
Recommendation: That Council receive an update from Rob Collison on the newly-formed and proposed City committees

Rob Collison asked Council to review the document he presented and submit their comments to him. Formal adoption will be at a future meeting.


New Business

5. SUBJECT: Proposed Delmarva Power and Light Company rate increases
Recommendation: That Council send a letter objecting to the proposed rate increases.

A motion by Commissioner Hanson to accept the recommendation and send a letter to the Maryland Public Service Commission in opposition of the rate increases was seconded by Commissioner Cannon and approved 4:0.


6. SUBJECT: Adventist Health Care and Worker Adjustment and Retraining Notification (WARN) Act
Recommendation that Council receive a letter of notification of facility closure and job losses as required by the Worker Adjustment and Retraining Notification (WARN) Act.

The Council received the letter dated September 20, 2016. No action was taken.

7. SUBJECT: Request from Santo Grande, Delmarva Community Services, for assistance from the City with construction costs for the Chesapeake Grove project, specifically funding towards the proposed sidewalks on Chesapeake Street
Recommendation: That Council refer the request to staff for analysis and recommendation back to Council at the following meeting

Mayor Victoria Jackson-Stanley recused herself from this discussion. Her husband is an employee of Delmarva Community Services. She left the room until after the vote was taken.

A motion by Commissioner Sydnor to use up to $225,000 (from impact fees) for the infrastructure construction of the sidewalks on Chesapeake Street with the Chesapeake Grove project for Delmarva Community Services was seconded by Commissioner Cannon and approved 3:1 with Commissioner Rideout opposed.

Public Comment

Starting with the next meeting, public comment will be taken at the beginning of the meeting. Each person will be given two minutes to give their comments.

Handicapped Parking Near Faith Baptist Fellowship-A motion by Commissioner Hanson to refer a request to the Traffic and Safety Committee for several handicapped parking spaces on Pennsylvania Avenue near Faith Baptist Fellowship was seconded by Commissioner Cannon and approved 4:0.

Corner of Henry Street and Dorchester Avenue-A motion by Commissioner Hanson to refer a request to the Traffic and Safety Committee to look at cars parking on Henry Street too close to Dorchester Avenue was seconded by Commissioner Cannon and approved 4:0.


Adjourn

A motion by Commissioner Sydnor to adjourn the meeting was seconded and approved 4:0.
