Historic Preservation Commission

Minutes

October 20, 2016

 

The Historic Preservation Commission met on October 20, 2016 at the City Council Chambers, 305 Gay St. Chair, Mike Russo called the meeting to order at 7:00 P.M. Mr. Russo began the meeting by conducting roll call and issuing a welcome. Mr. Russo then conducted the swearing in of persons planning to testify and explained the order of business.

Mr. Berman made a motion to accept the minutes without changes. Ms. Smith seconded the motion and it passed unanimously.

Consent Agenda:

HPC #2017-010, 106 Vue de Leau: Alan and Sima Krusheski request approval to replace deteriorating front porch floorboards.

HPC 2017-011, 310 Glenburn Ave.: Donald Gray requests approval to install rams-head pediment over front door

There was one question regarding HPC 2017-011. Mr. Berman made a motion to approve the consent agenda without further discussion. Ms. Smith seconded the motion and it passed unanimously.

Old Business:

HPC# 2015-017, 306 Glenburn Ave.: Ed Anderson, property owner, represented the request to enlarge the front landing on the house to accommodate a covered porch for the entryway, enclose the side porch with Anderson windows, and hardie-plank siding, replace the existing driveway with concrete, and replace the front walkway with brick or concrete.

Dr. Anderson explained that the proposed front porch would have side rails and be approximately 6’x6’, that concrete is the preferred material for the sidewalk, that the side porch would feature casement windows that will match the existing Anderson windows on the rest of the house. There was further discussion regarding the HPC guidelines for sidewalks. There was public comment by Mr. Donald Gray, of 310 Glenburn Ave., in support of the application.

Ms. Smith made a motion to approve the application as submitted, including with a concrete sidewalk. Mr. Berman seconded the motion and it passed unanimously.

Elections: Ms. Smith made a motion to nominate Mr. Berman for HPC Chair. The nomination was uncontested. Mr. Johnson seconded the motion and it passed unanimously.

Mr. Berman made a motion to nominate Ms. Smith for HPC Vice-chair. The nomination was uncontested. Mr. Johnson seconded the motion and it passed unanimously.

Informal Review: Mr. Frank Cooke, 303 Mill Street, asked the Commission for guidance regarding the replacement of the roof on a non-original rear addition. The Commission indicated to Mr. Cooke that a metal roof may be an acceptable replacement material.

Discussion:

HPC Application requirements: The HPC discussed proposed changes to the application requirements checklist, including formatting and directed staff to bring a complete, updated, checklist to the next meeting. There was public comment by Steve Rideout.

Motion to adjourn: Motion by Ms. Smith, Mr. Johnson seconded the motion and the Commission unanimously approved it. The meeting adjourned at 8:23 p.m.
