Historic Preservation Commission

Minutes

November 17, 2016

 

The Historic Preservation Commission met on November 17, 2016 at the City Council Chambers, 305 Gay St. Vice-Chair, Sharon Smith called the meeting to order at 7:00 P.M. Ms. Smith began the meeting by conducting roll call and issuing a welcome. Ms. Smith then conducted the swearing in of persons planning to testify and explained the order of business.

Commissioners Attending:

Sharon Smith—Vice Chair, Herschel Johnson, Janice Olshesky—Alternate

Commissioners Absent:

Ron Berman—Chair

Other Representatives Attending:

LaSara Kinser—Planning and Zoning Assistant, Todd Parks—Code Enforcement Officer

Approval of Agenda: Ms. Smith asked for any changes to the agenda. Ms. Kinser asked to remove HPC #3-FY 14-15 on the request of the applicant, and to move HPC #2017-004 to the first order of new business. Mr. Johnson made a motion to amend the agenda as requested. Ms. Olshesky seconded the motion and it passed unanimously.

Minutes:

October 20, 2016: Ms. Olshesky made a motion to table the minutes, citing a lack of quorum of those present at the October meeting. Mr. Johnson seconded the motion and it passed unanimously.

Consent Agenda:

HPC # 2017-004, 100 Belvedere Ave.: Kathleen Bautista requests approval to install a fence in the rear yard.

HPC #2017-012, 111 West End Ave.: Scott Betts requests approval to install a wrought iron hand-rail onto the front steps.

There was one question regarding HPC #2017-012. Ms. Olshesky made a motion to approve the consent agenda as submitted. Mr. Johnson seconded the motion and it passed unanimously.

New Business:

HPC #2017-014, 311 Choptank Ave: The City of Cambridge requested approval to demolish the structure. The application was represented by Ms. Kinser and Mr. Parks, who explained that the structure is in seriously deteriorated condition, that the homeowners have relinquished the property, and that in its current state, the structure represents a threat to public health and safety. The Commission asked questions regarding the state of the roof, the condition of the front block of the house, the availability of measured drawings, and the staff recommendation. There was public comment by Scott Betts. Mr. Johnson made a motion to approve the application as submitted, and to ask that the City create measured drawings of the front block of the house, if possible, for the historical record. Ms. Olshesky seconded the motion and it passed unanimously.

HPC #2017-013, 1107 Locust St: Scott Betts requested approval to replace several deteriorating windows on the front and sides of the house. Mr. Betts explained that the sills and sashes on the front gable window system are rotting and proposed to replace them with wooden windows in the same size, shape, and lite pattern. Mr. Betts further proposed to replace five other windows on the other three elevations of the house with vinyl replacement windows in the same size and lite pattern. The Commission asked several questions of Mr. Betts clarifying which windows, on which elevations he proposed to replace. There was public comment in support of repairing the windows in question by Mr. Frank Cooke. Ms. Olshesky made a motion to approve the application, with the conditions that the size and light configuration of the windows remain that same, and that the applicant will replace five total windows and repair one porch window. Mr. Johnson seconded the motion and it passed unanimously.

Discussion

HPC application requirements:

The discussion regarding application requirements was tabled one month.

HPC Awards 2017:

Staff asked for ideas concerning the 2017 HPC awards.

There was public comment by Frank Cooke regarding satellite dishes.

Motion to adjourn: Motion by Ms. Olshesky, Mr. Johnson seconded the motion and the Commission unanimously approved it. The meeting adjourned at 8:09 p.m.
