1. SUBJECT: Closed Session
Recommendation that Council consider a motion to go into closed session to consider appointment by contract of a City Attorney in accordance with State Government Article, Section 10-508(a) - under:
a. Exception 1: discuss: (i) appointment, employment...officials over whom it has jurisdiction (City Attorney).

2. SUBJECT: Consideration of closing a closed session
Recommendation: That Council consider a motion to end the Closed Session.

3. SUBJECT: Closed Session
Recommendation that Council consider a motion to go into closed sessions to consider advise from legal counsel concerning potential litigation in accordance with State Government Article, Section 10-508(a) - under:
a. Exception 8: consult with staff, consultants, or other individuals about pending or potential litigation.

4. SUBJECT: Consideration of closing a closed session
Recommendation: That Council consider a motion to end the Closed Session.

7. SUBJECT: Meeting Minutes from Council Meeting on April 10, 2017
Recommendation: That Council approve as submitted.

8. SUBJECT: Request from Alpha Kappa Alpha Sorority, Inc. Kappa Theta Omega Chapter to perform their 3rd annual refresh/clean-up of Cornish Park on Douglas Street on Saturday, May 20th and hopefully install the bench they purchased last year
Recommendation: That Council approve the request.

9. SUBJECT: Request from Christ Church for permission to hang their "Fun Dog Show" banner across Race Street (date of show: May 13, 2017).
Recommendation: That Council approve the request for a period of two weeks.

10. SUBJECT: Request from The Wine Bar to have outside liquor sales and a variance from the noise ordinance during "Chillin' on the Choptank" at Sailwinds Park on Friday, May 26th from 7:00 pm until 10:00 pm and on Saturday, May 27th from 12 noon until 7:00 pm
Recommendation: That Council approve the request.

11. SUBJECT: Request from Allen Nelson of Chesapeake Housing Mission
Recommendation: That Council: Approve the request from Mr. Allen Nelson that Council waive Building Permit fees for Handicap accessible ramps built for and donated to challenged residents in the City of Cambridge.

12. SUBJECT: Robin Hood Shop Addition - City Fees
Recommendation: That Council approve waiver of charges of building permit and inspection fees, in the estimated amount up to $300.00 for the Robin Hood Shop Addition, a project of the Dorchester General Hospital Auxiliary.

13. SUBJECT: Working Waterfront Grant
Recommendation: That Council appropriate $30,000 into the General Fund Revenue and $30,000 in the Department of Public Works budget for the Working Waterfront Grant.

Ordinances for First Reading

15. SUBJECT: A Map Amendment and a Rezoning of the following properties from "Industrial" to "Institutional" zoning classifications:
821 Fieldcrest Road: Map 41, Grid 006, Parcel 115; Owner: Baptist Family LLC, et al;
829 Fieldcrest Road: Map 41, Grid 006, Parcel 171; Owner: The County Commissioners of Dorchester County, Maryland.
Recommendation: That Council
A. Introduce Ordinance No. 1098 by reading title only; and
B. Schedule May 8, 2017 for second reading, public hearing, adoption of findings, and adoption of Ordinance 1098.


Ordinances for Adoption

16. SUBJECT: Ordinance No. 1097 - An Ordinance of the Commissioners of Cambridge, Maryland, for the purpose of Adopting and Approving the Levy for Real Property Taxes and Personal Property Taxes, for the 2018 fiscal year beginning July 1, 2917 and ending June 30, 2018 - maintaining the personalty property tax at the current rate of $1.69 per $100 and increasing the real property tax from $.007989 to $.008179 per $100 in assessed value to maintain constant yield in property tax revenue effective July 1, 2017
Recommendation: That Council:
A. Give Ordinance No. 1097 a second reading by title only;
B. Open the public hearing and take public comment;
C. Close the public hearing and adopt Ordinance No. 1097; and
D. Direct staff to forward Ordinance No. 1097 to Dorchester County and the State.


Budget

17. SUBJECT: FY 2018 Proposed Operating and Capital Budget
Recommendation: That Council:
A. Hear presentations on:
• The budget overall, including General Fund Revenues
• Administrative Departments and Divisions
• Public Safety Departments and Divisions;
B. Open the public hearing on the FY 2018 Proposed Operating Budget and Capital Program;
C. Continue the public hearing to May 8, 2017 at 6:00 pm.

Old Business

18. SUBJECT: Acceptance and Appropriation of Grant Funding for Completion of Historic Preservation Commission Design Guidelines
Recommendation: That Council:
A. Accept the grant award in the amount of $15,000;
B. Authorize staff to do a budget appropriation in the amount of $15,000 increasing the Public Works budget; and
C. Authorize staff to release a Request for Proposals for completion of the Historic District Guidelines.

19. SUBJECT: Findings of the Open Meetings Act Compliance Board in response to a complaint filed by Commissioner Stephen Rideout concerning the City Council meeting on February 21, 2017 in closed session
Recommendation: That Council:
A. Council announce the findings of the Open Meetings Act Compliance Board filed by Commissioner Rideout concerning the meeting of the City Council on February 21, 2017 in closed session:
1) Finding that Council violated § 3-305(d) 1 which required Council to hold the vote to close the session in public and § 3-302 which required the City provide the public with advance notice of the public's right to attend.
2) Finding that Council violated § 3-305(d) which required that Council adopt a closing statement including the topic to be discussed, the reason for closing the session, and a "citation of the authority" under § 3-305 for the closed session.
3) Finding that the Council violated § 3-305 by discussing a topic other than the one that it had disclosed.
B. Authorize the Mayor to sign a copy of the opinion and forward to the Compliance Board.


New Business

20. SUBJECT: Privatization of sanitation services
Recommendation: That Council schedule a Work Session on privatized sanitation services proposals scheduled for May 5, 2017 at 11:00 a.m. until 12:00 noon, in the Public Safety Training Room, 8 Washington Street, Cambridge, MD.

21. SUBJECT: Grant Funding Opportunities
Recommendation: That Council schedule a work session on grant funding opportunities on
May 8, 2017 at 5:00 pm to discuss matching opportunities to desired projects.
