Requests from the Public

2. SUBJECT: Request from the Healthy Waters Round Table - Chesapeake Bay Foundation for $6,000 and support of an application to National Fish and Wildlife Foundation for a grant to provide technical assistance and seed funding for clean water projects.
Recommendation: That Council:
A. Deny the request, or
B. If Council wants to approve the request, then:
1) Approve the request with the condition that the application statement that seed money for pilot projects to match local investment be revised to say seed money for pilot projects that may be matched with local investment, and
2) Appropriate $6,000 from the Appropriated Reserve of the General Fund and increase the Public Works budget by the same amount.

 


Consent Calendar

3. SUBJECT: Meeting Minutes from Council Meeting on April 24, 2017
Recommendation: That Council approve as submitted.

4. SUBJECT: Request from Kingdom Family Worship Center to use the City-owned lot on the corner of Race and Cedar Streets for "Praise Festival 2017" on Saturday, June 10, 2017 from 11:00 am until 4:00 pm, use of City trash cans, and a variance from the noise ordinance
Recommendation: That Council approve the request.

5. SUBJECT: Request from the Hyatt Regency to hold skeet shooting on Hole 17 of the golf course on Friday, June 9, 2017 and Thursday, July 31, 2017 from 9:00 am until 2:00 pm
Recommendation: That Council approve the request with the stipulation that conditions in Resolution 15-004 be met.

6. SUBJECT: Request from Maces Lane High School Scholarship Alumni for permission to hold a May Festival Fundraiser on the City-owned lot on the corner of Race and Cedar Streets on Saturday, May 27, 2017 from 12 noon until 6:00 pm, permission to erect a tent, and a variance from the noise ordinance
Recommendation: That Council approve the request.

7. SUBJECT: Seawall grant
Recommendation: That Council appropriate $35,000 into the General Fund Revenue and $35,000 in the Department of Public Works budget for the Seawall Grant.

8. SUBJECT: Underage drinking grant
Recommendation: That Council appropriate $3,500 into the General Fund Revenue and increase the Police Department budget by $3,500.


Ordinances for Introduction

9. SUBJECT: Amend Section 9.2 to clarify or define ground floor retail, kitchens, food trucks, duplex units, accessory dwelling unit, accessory structure, accessory apartments, and to coordinate appropriate definitions with section 4.2.3 A.2.
Recommendation: That Council
A. Introduce Ordinance No. 1099 by reading title only; and
B. Schedule May 22, 2017 for second reading, public hearing and adoption of Ordinance 1099.

10. SUBJECT: Amend Permitted Land Use Table #1 to allow Food Trucks in some commercial and Industrial zones as a permitted use with conditions.
Recommendation: That Council
A. Introduce Ordinance No. 1100 by reading title only; and
B. Schedule May 22, 2017 for second reading, public hearing and adoption of Ordinance 1100.

11. SUBJECT: Text Amendment to allow a pub and an associated micro-brewery and distillery as permitted use with conditions in the Downtown Waterfront Development District sub district, Core, General Commercial and CMU Zone Districts.
Recommendation: That Council
A. Introduce Ordinance No. 1101 by reading title only; and
B. Schedule May 22, 2017 for second reading, public hearing and adoption of Ordinance 1101.

12. SUBJECT: (1) Amend Permitted Land Use Table #1 to allow for Solar Energy Systems in the Resource Conservation District, (2) amend Permitted Land Use Table #1 and Table #2 to allow small systems throughout the City (3) amend 4.2.3, adding Section E. and amend Section 4.4.4, adding Section I, to add conditions for a Solar Energy System in the UDC and (4) add definitions for Solar Energy Systems into Section 9.2 of the UDC.
Recommendation: That Council
A. Introduce Ordinance No. 1102 by reading title only; and
B. Schedule May 22, 2017 for second reading, public hearing and adoption of Ordinance 1102.

13. SUBJECT: Rezone two parcels of land located on Egypt Road from Residential to Resource Conservation: Map No. 0041, Parcel No. 0128, Lot No. 59, Tax Account No. 07-233264, containing 8,992 square feet of land and Map. No. 0052, Parcel 0002, Parcel C, Tax Account No. 09-203907, containing 17.7 acres of land.
Recommendation: That Council
A. Introduce Ordinance No. 1103 by reading title only; and
B. Schedule May 22, 2017 for second reading, public hearing and adoption of Ordinance 1103.

Ordinances for Second Reading, Public Hearing, and Adoption

14. SUBJECT: A Map Amendment and a Rezoning of the following properties from "Industrial" to "Institutional" zoning classifications:
821 Fieldcrest Road: Map 41, Grid 006, Parcel 115; Owner: Baptist Family LLC, et al; 829 Fieldcrest Road: Map 41, Grid 006, Parcel 171; Owner: The County Commissioners of Dorchester County, Maryland.
Recommendation: That Council
A. Give Ordinance No. 1098 a second reading;
B. Open the public hearing, take public comment, and close the public hearing;
C. Adopt findings; and
D. Adoption Ordinance No. 1098.

Budget:

15. SUBJECT: FY 2018 Proposed Operating and Capital Budget
Recommendation: That Council:
A. Hear presentations on:
1) Public Works
2) Marina
3) Municipal Utilities Commission - Water Fund
4) Proposed Fees Schedule
B. Take comment under public hearing on the FY 2018 Proposed Operating Budget and Capital Program;
C. Continue the public hearing to May 15, 2017 at 6:00 pm.

16. SUBJECT: Third Quarter Financial Report
Recommendation: That Council receive the third quarter financial report.

17. SUBJECT: Department of Housing and Community Development (DHCD) Community Development Block Grant (CDBG) and Community Legacy Grant Applications, and Maryland Highway Administration Safe Routes to Schools Grant Application.
Recommendation: That Council consider approving submission of grant applications for:
A. Pine Street Area Low-Income Homeowner Housing Rehabilitation program, in the amount of $250,000 (DHCD - CDBG);
B. Drainage Repair in area of Housing Authority in the amount of $275,000 (DHCD - CDBG);
C. Façade Improvement Project in the amount of $100,000 (DHCD Community Legacy)
D. Sidewalk along one side of Leonard Lane in the amount of $350,000.00 (DHCD Community Legacy);
E. Retractable bollards for Downtown Street Closures in the amount of $7,500 (DHCD Community Legacy); and
F. Bayly Road Safety Improvements in the amount of $200,000 (MD Highway Administration Safe Routes to Schools).


New Business

18. SUBJECT: Sanitation Services Privatization Proposals
Recommendation: That Council schedule a work session on May 12, 2017 from 11:00 am until 12:00 pm at the Public Safety Building, 8 Washington St, Cambridge, MD 21613.
