City Council Minutes

April 19, 1999

April 19, 1999

During the Work Session, Commissioner Saunders made a motion to go into regular session to discuss a few items. Motion was seconded by Commissioner Watkins and it carried unanimously.

Those Commissioners in attendance were: Commissioners Watkins, Rice, Saunders, Swafford and Vickers.

Commissioner Saunders referenced the ADA situation and noted that the City rents the Community Police Center on Cosby Avenue in the Third Ward. The City was advised that they need to redo the bathrooms at the facility to meet ADA compliance. Since the Commissioners were not comfortable with putting City funds into a privately owned building, she has raised $700. and the Police Department said they would get volunteers to do the work. She further stated that she did this as Third Ward Commissioner since she didn't have time to check with the rest of Council. Commissioner Saunders advised that she will keep Council informed as soon as the work gets underway.

On another note, she mentioned that the Mayor had given her the job for "The Big Help" sponsored by Nickelodeon. It's a park clean-up program whereby they bring in mobile units and children from this area have called in to their toll free number saying that they wanted our Mayor and Council to participate in "The Big Help". She has filled out the necessary paperwork for this one day community service program which is being held throughout the country involving our young people. The packet was presented to Mr. Kinnamon so it could be faxed to them.

Commissioner Saunders then made a motion to table Mr. Hubert Brohawn's request to renew his special use permit for a produce stand until Council has addressed procedures for approval of produce stands and other temporary or seasonal structures as submitted by the City attorney. Motion was seconded by Commissioner Rice and it carried unanimously.

She then referenced the consultant service contract prepared by Mr. Collison regarding the sidewalks and made a motion to approve it; seconded by Commissioner Watkins. Motion carried unanimously.

Reference was then made by Commissioner Saunders to the Millennium Commission Resolution which has been reviewed by the City attorney. Mr. Collison advised he made only two minor changes. Commissioner Saunders made a motion to address this at the next regular session and Council be ready to appoint at least two people each from each area to serve on this committee. Motion was seconded by Commissioner Vickers and it carried unanimously.

Another motion was made by Commissioner Saunders to schedule the produce stand new amendment for next Monday so a public hearing date can be decided upon; seconded by Commissioner Watkins. Commissioner Vickers asked that the motion be modified to include all the items that they were unable to address last week because of the absence of the attorney. She then amended her motion and it carried unanimously.

She then requested everyone's signature on a thank you letter to Delegate Eckardt congratulating her on her legislative session and thanking her for her sponsoring the Dorchester Hotel Rental Tax bill.

Next she presented a thank you letter to Dorchester Lodge #223 for the $700. to help with the community center at Cosby Avenue and also asked that the Commissioners sign it.

A motion was then made by Commissioner Saunders to go back into the work session. Motion was seconded by Commissioner Watkins and it carried unanimously.

I hereby certify that the foregoing is a true and accurate account of the Council meeting of Monday, April 19, 1999 insofar as I personally am aware.

Edwin C. Kinnamon, Clerk-Treasurer
