City Council Minutes

November 16, 1998
 

Commissioner Saunders made a motion to go into regular session to handle two items; seconded by Commissioner Vickers. Motion carried unanimously.

The City Council convened in regular session at 6:30 P.M. with Mayor David J. Wooten presiding.

Those Commissioners in attendance were: Commissioners Rice, Watkins, Saunders, Swafford and Vickers.

COUNCIL TO DISCUSS APPROVAL OF EMERGENCY EXPENSE FOR C.P.D.

Commissioner Swafford made a motion to go forward with the rehab of the police vehicle as requested; seconded by Commissioner Watkins. Motion carried unanimously.

AWARD BID FOR ARCHITECTURAL DESIGN OF LIBERTY VILLAGE EMPOWERMENT CENTER

Commissioner Saunders stated that Ciancitto Architects and Jay Corvan were the two lowest bidders. After the Director of Public Works and the City Engineer reviewed the bids, she meet with Mr. Pritchett and noted that Ciancitto's bid didn't give all costs inclusive. There were extra costs that they had not included such as copying, travel to and from extra meetings, site inspections, etc. If the project exceeded a certain dollar amount, their prevailing rate of 5% would be carried over as an additional amount. These extra expenses would substantially narrow the gap between their low bid and the second lowest from Jay Corvan.

Commissioner Saunders made a motion to accept Mr. Jay Corvan's bid of $16,350 for the following reasons. Mr. Corvan currently volunteers his time with the Historic Committee of Cambridge as an architect, he lives close by and is qualified. He has also done similar type projects before. Commissioner Vickers seconded the motion and it carried unanimously.

A motion was then made by Commissioner Saunders to close the regular session and open the scheduled work session; seconded by Commissioner Watkins. Motion carried unanimously.
