City Council Minutes

January 25, 2012
 

The City Council met in a special open session on Wednesday, January 25, 2012 in Council Chambers. A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 5:00 p.m. Those Commissioners in attendance were Commissioners Knox, Sydnor, Stout, Thomas, and Hanson.  Mayor Victoria Jackson-Stanley led in the Lord's Prayer.  Commissioner Hanson led in the Pledge of Allegiance.   

Redistricting

Rob Collison reported that after a consultation on legal matters, Council voted last evening to schedule a special meeting tonight based on his recommendation that the decision that was made on Monday evening be reconsidered and that Council be able to consult with an expert in the Voting Rights Act type of law before making a decision and proceeding further.  His recommendation is to consider withdrawing the map as it was approved on Monday evening and to schedule a special City Council meeting next Wednesday (February 1) at 5:00 pm.  The order of business would be to approve the minutes of tonight's meeting and then consider a motion to go into closed executive session to consult with the legal consultant. They could consider any other business that may come up between now and then. Richard Colaresi, the attorney with extensive experience in redistricting issues and the Voting Rights Act will review the maps in advance and then will advise Council on the potential legal repercussions from the maps. Rob Collison will forward information from Monday's meeting to Mr. Colaresi before the meeting.

A motion by Commissioner Stout to withdraw Map 6-A as approved on January 23, 2012, as the official redistricting map for the City of Cambridge, in order to provide additional time and opportunity for further consideration of the issues subject to the right to reconsider Map 6-A with other maps for future deliberations was seconded by Commissioner Thomas and approved unanimously by a role call vote.

A motion by Commissioner Hanson to schedule a special City Council Meeting on Wednesday, February 1, 2012 at 5:00 p.m. for the purpose of considering a motion to meet in closed executive session to obtain legal advice on potential litigation in reference to the redistricting maps and then may return to open session to announce any subsequent meetings was seconded by Commissioner Knox and approved unanimously by a role call vote.

A motion by Commissioner Stout to adjourn the meeting was seconded and approved unanimously.

With no further business, Mayor Victoria Jackson-Stanley adjourned the meeting at 5:15 p.m.  I hereby certify that the foregoing is a true and accurate account of the Council meeting Wednesday, January 25, 2012, insofar as I personally am aware.
