City Council Minutes

March 12, 2012
 

The City Council met in regular session on Monday, March 12, 2012 in Council Chambers.  A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 7:00 p.m. Those Commissioners in attendance were Commissioners Knox, Sydnor, Stout, Thomas, and Hanson.  Mayor Victoria Jackson-Stanley asked for a moment of silence.  Commissioner Hanson led in the Pledge of Allegiance.   

A motion by Commissioner Hanson to approve the minutes of the February 27, 2012 Council meeting was seconded and passed unanimously.

Appointments

Acknowledgement of the 100th Anniversary of Girl Scouts-Mayor Stanley read and signed the proclamation which will be forwarded to the Girl Scouts of the Chesapeake Bay Council.

Presentation by Delmarva Rural Laboratory-In January 2012, the Delmarva Rural Laboratory, the City of Cambridge, Morgan State University and the students received a Maryland Preservation Award from The Maryland Historical Trust for Excellence in Community Engagement. The students worked on plans for the Cambridge City Hall renovations.

Keith Graffius, Crabi Gras, to request permission to hold the 2nd Annual Hot Sauce & Oyster Fest on Saturday, October 13, 2012 and Sunday, October 14, 2012; close Cannery Way on Saturday from 9:00 am to 10:00 pm and on Sunday from 9:00 am to 8:00 pm; a variance from the noise ordinance on Saturday from 10:00 am to 9:00 pm and on Sunday from 10:00 am to 7:00 pm; alcohol sales on Saturday from 1:00 pm to 9:00 pm and Sunday from 12:00 noon to 7:00 pm; and police presence at the festival-A motion by Commissioner Stout to approve the request was seconded and approved unanimously.

Keith Graffius, Crabi Gras, to request permission to hold the 2nd Annual Crawfish Boil & Muskrat Stew Fest on Sunday, February 24, 2013; close Cannery Way from 9:00 am to 8:00 pm; a variance from the noise ordinance from 10:00 am to 7:00 pm; alcohol sales from 12:00 pm to 7:00 pm; and police presence at the festival-A motion by Commissioner Stout to approve the request was seconded and approved unanimously.

Jeff Hubbard, Cambridge Rotary Club, to give update on the WWI Memorial Fountain repair and to request use of Long Wharf Park (specifically the area around the fountain) for an Oyster Roast fundraiser on Saturday March 31, 2012 from 12 noon until 4:00 pm, including permission to serve and consume alcoholic beverages (beer & wine only) and a variance from the noise ordinance from 12 noon until 4:00 pm and permission to place a banner at the Fountain advertising the event-A motion by Commissioner Sydnor to approve the request was seconded and approved unanimously.

Unfinished Business

Update from Street Lighting Committee-A motion by Commissioner Thomas to approve the Street Lighting Committee's recommendation to install two new street lights on Feather Drive (Pintail Landing), take the funds from the impact fees, and send a letter to the developer letting him know it is his obligation to reimburse the City was seconded and approved unanimously.

New Business

Vacancy on Housing Authority of Cambridge Board of Directors-A motion by Commissioner Knox to appoint Mary Elliott to the Housing Authority of Cambridge Board of Directors was seconded and approved unanimously.

DPW request to go to bid for annual street resurfacing-A motion by Commissioner Hanson to approve the request was seconded and approved unanimously.

RFC to present specifications for new fire engine-A motion by Commissioner Sydnor to approve RFC moving forward without obligating the City with the process was seconded and approved 3:2 with Commissioners Hanson and Knox opposed.

DPW to request permission to apply for Housing and Urban Development (HUD) grant and Department of Transportation (TIGER) grant-A motion by Commissioner Sydnor to grant DPW permission to apply for the grants was seconded and approved unanimously.

Introduction of ordinance for amendment to permitted sidewalk width (Section 16-1 of City Code)-The ordinance deals with obstruction of sidewalks. It would allow property owners to use all of the excess which exceeds the minimum standards for sidewalk provided it is in strict compliance with the ADA or any other Federal, State, or local applicable law.  A second reading and public comment will be held on March 26, 2012.

Introduction of resolution to amend the Arts and Entertainment District-A new map was drafted to correspond with the actual word description that was submitted to the State when the Arts and Entertainment District was created.

Robin Hood Shop's request for refund of disposal fees-The Robin Hood Shop was erroneously billed for disposal fees.  A motion by Commissioner Sydnor to deny the request for a refund of the disposal fees was seconded and approved unanimously.

Approve Purchase Orders:

PO 91596 - Atlantic Roofing Systems, Inc. - replace membrane roof on DPW's old shop building - $14,276.00-A motion by Commissioner Sydnor to approve the purchase order was seconded and approved unanimously.

PO 5608 - American Test Center - annual test of all ground ladders and the aerial ladder on Tower 1-1 (RFC) - $2,000.00-A motion by Commissioner Hanson to approve the purchase order not to exceed $2,100.00 was seconded and approved unanimously.

PO 5607 - Will Brown Truck Repair - DOT inspection of Engines 1-1, 1-2, 1-3, 1-4; Tower 1-1; Rescue 1-1; Haz-Mat 1 Tractor and Trailer; Brush 1-1; and the Special Teams Trailer (RFC) - $7,000.00-A motion by Commissioner Hanson to approve the purchase order not to exceed $7,000.00 was seconded and approved unanimously.

PO 5566 - Graves Uniforms - summer uniforms for CPD - $1,503.95-A motion by Commissioner Hanson to approve the purchase order was seconded and approved unanimously.

Additional Action by Council

Request from Amanda Knauff, Pet Threadz, to request permission to hold their 1st Annual Peeps and Pups Easter Festival on Saturday, April 7, 2012 from 12:00 pm to 4:00 pm at Long Wharf-A motion by Commissioner Thomas to allow Ms. Knauff to use the grassy area between the parking lot and 100 High Street and included a variance from the noise ordinance was seconded and approved 4:1 with Commissioner Knox opposed. Ms. Knauff must contact Oden Wheeler to discuss liability insurance and clean-up.

Housing Task Force-A motion by Commissioner Thomas to re-activate the Housing Task Force was seconded and approved unanimously. Commissioner Sydnor with be the liaison to Council.

Invoice from attorney contacted about redistricting-A motion by Commissioner Hanson to have Ed Kinnamon submit a budget amendment to authorize payment of the invoice was seconded and approved 4:1 with Commissioner Sydnor opposed.

A motion by Commissioner Knox to adjourn the meeting was seconded and approved unanimously.

With no further business, Mayor Victoria Jackson-Stanley adjourned the meeting at 8:22 p.m.  I hereby certify that the foregoing is a true and accurate account of the Council meeting Monday, March 12, 2012, insofar as I personally am aware.
