Council Meeting

August 10, 2009

 

The City Council met in regular session on Monday, August 10, 2009 in Council Chambers.  A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 7:00 p.m. Those Commissioners in attendance were Commissioners Knox, Sydnor, Stout, Thomas, and Hanson.

Mayor Victoria Jackson-Stanley asked for a moment of silence.  Commissioner Hanson led in the Pledge of Allegiance.  Commissioner Knox made a motion to approve the minutes of the July 27, 2009 Council meeting as distributed.  Commissioner Thomas seconded the motion.  The motion was passed unanimously.   

APPOINTMENTS

Pine Street Committee and Participants to Thank Council for Their Donation to the Summer Program-A delegation of adults and children thanked Council for their continued support of the summer program at the Empowerment Center.

Representative from Cambridge Wesleyan Church to Request Permission to Use Great Marsh Park for a Church Service, Baptism, and Picnic on September 20, 2009 (All Day) and a Variance from the Noise Ordinance-Commissioner Stout made a motion to approve the request. Commissioner Hanson seconded the motion. The motion passed 4:0. Commissioner Knox abstained.

Michael O'Connor to Discuss Closing Court Lane and 1 Block of Gay Street on October 4th from 9:00 am to 6:00 pm for a Cubmobile Event (Rain Date October 11th)-Commissioner Stout made a motion to approve the request and included a variance from the noise ordinance. Commissioner Thomas seconded the motion. The motion passed unanimously.

Open Bids for Signage-The City received the following bids:

  • KMA Design (Canonsburg, PA) - $14,851.37
  • Robert Firth Informing Design, Inc. (Pittsburgh) - $21,859.80
  • Sabra, Wang & Associates (Baltimore) - $22,000.00
  • Amazing Space, US, LLC (Baltimore) - $12,000.00

Commissioner Sydnor made a motion to refer the bids to the Department of Public Works for their recommendation. Commissioner Knox seconded the motion. The motion passed unanimously.

Presentation to Mayor by Joint Masonic Venture-Jerry Burroughs representing the Masonic Lodge of Pride of Cambridge #50, Prince Hall Free and Accepted Masons; and Commissioner Stout representing Cambridge Lodge #66 AF&AM presented Mayor Stanley a check for $2,179 to be used for the cold weather shelter.  These funds were raised by a joint venture of a fish fry along with wing-dings.

UNFINISHED BUSINESS

Award Contract for Harriet Tubman Museum Renovations-Commissioner Thomas made a motion not to open the bid that was received 1 hour and 10 minutes late. Commissioner Knox seconded the motion. The motion passed unanimously. The bids opened on Friday, August 7, 2009 were as follows:

  • Harper & Sons, Inc. - $132,900.00
  • DJ Contracting, LLC - $232,056.00
  • R.D. Meredith Gen. Cont. - $325,000.00
  • Willow Construction, LLC - $155,161.00
  • Pinders Service Contractor - $15,860.00 (HVAC only)

Commissioner Thomas made a motion to accept the recommendation of the Department of Public Works to award the contract to Harper & Sons, Inc. in the amount of $132,900.00.  Commissioner Hanson seconded the motion. The motion passed unanimously. 

Discuss Program Open Space Grant Applications-The Department of Public Works would like to apply for a master plan for Long Wharf and improvements to the Meadow Avenue Playground. The riverwalk in front of the County Office Building, improvements to the Cosby Avenue Park, and the possibility of improvements to the park at the Housing Authority will be investigated. Council will discuss this item further at the August 17, 2009 meeting.

Creation of a Building & Construction Task Force-Rob Collison will provide guidelines for the next meeting.

Annexation Agreement for Wyatt Group-Commissioner Thomas excused himself from the discussion and vote. Commissioner Sydnor made a motion to move forward with the annexation and approve the annexation agreement as outlined with various changes. Commissioner Knox seconded the motion. The motion passed 4:0. Commissioner Thomas abstained. The annexation will become effective once the annexation agreement is signed.

Discussion of Riverwalk in Front of County Office Building-This item will be discussed further on August 17, 2009.

NEW BUSINESS

Request from St. Paul's United Methodist Church to Request Permission to Have the Alley Blocked-Off from Hayward Street to Their Church Parking Lot and a Variance from the Noise Ordinance on Thursday, August 20, 2009 from 6:00 to 8:00 pm for a Block Party-Commissioner Sydnor made a motion to approve the request. Commissioner Hanson seconded the motion. The motion passed 4:0. Commissioner Knox abstained.

Discussion and/or Approval of Resolution Establishing a 90-Day Period During Which 50% of Interest on Demolition Liens will be Abated-Commissioner Knox made a motion to approve the resolution with the corrections stated by Council. Commissioner Hanson seconded the motion.  The motion passed unanimously.

Request to Obtain Bids for Ductless Heat Pump for Marina Building-Commissioner Knox made a motion to give DPW permission to obtain bids. Commissioner Stout seconded the motion. The motion passed 4:1 with Commissioner Sydnor opposed.

Nuisance House Ordinance-Lee Weldon summarized the research he did on the subject.  Council will review the paperwork with Rob Collison.

Rezoning of Tax Map 306 (Northeast Corner of Route 16 and Chesapeake Street)-Delmarva Community Services applied for a text amendment and for rezoning of a portion of their property.  Commissioner Knox made a motion to table the item until they have more information and time to review it and a public hearing can be held.  Commissioner Sydnor seconded the motion.  The motion passed unanimously.

Approve Purchase Order(s):

PO 91377 - Harrington, Harrington & Nabb - Attorney Fee (FY09 Encumbrance) - $3,030.00-Commissioner Sydnor made a motion to approve the purchase order. Commissioner Hanson seconded the motion. The motion passed unanimously.

ADDITIONAL ITEMS

Commissioner Hanson made a motion to hold a regular Council Meeting on Monday, August 17, 2009 beginning at 6:00 pm. Commissioner Thomas seconded the motion. The motion passed unanimously.

Traffic & Safety Committee Report

Requests by Arlene Peters of Jack and Jill Learning Center-The Committee recommended the City erect 2 "School Zone" signs on Governor's Avenue and increase traffic enforcement on Governor's Avenue.

Request for a Crosswalk in the 600 Block of Pine Street-The Committee recommended the City erect a crosswalk at the front right corner of the Elks Lodge using a curb cut not being used, crossing over Pine Street to the small park in front of the police substation and the Empowerment Center.

Request for a Stop Sign at the Northwest Corner of the Mill and Church Streets Intersection-The Committee recommends the City install the stop sign.

Commissioner Hanson made a motion to approve all three recommendations. Commissioner Stout seconded the motion. The motions passed unanimously.
