City Council Minutes

December 10, 2012
The City Council met in regular session on Monday, December 10, 2012 in Council Chambers. A quorum being present, Mayor Victoria Jackson-Stanley called the meeting to order at 7:00 p.m. Those Commissioners in attendance were Commissioners Vickers, Sydnor, Saunders, Thomas, and Hanson. Mayor Victoria Jackson-Stanley asked for a moment of silence. Commissioner Hanson led in the Pledge of Allegiance.

A motion by Commissioner Hanson to approve the agenda as printed was seconded and approved unanimously. A motion by Commissioner Thomas to approve the minutes of the November 26, 2012 Council meeting was seconded and passed 4:1 with Commissioner Saunders opposed.

Appointments

Keith Graffius, Crabi Gras, to request the following for 2013:

A motion by Commissioner Sydnor to approve the requests subject to an amendment or rescission due to any construction in Cannery Way was seconded and approved unanimously.

William Akridge, Maryland Eastern Shore Charter School Alliance, to further discuss Dorchester Preparatory Public Charter School-A motion by Commissioner Sydnor to support the Charter School without having to give any City funds died for lack of a second. Discussions continued. A motion by Commissioner Sydnor to give support to the Charter School without having to give any financial support failed 2:3 with Commissioners Vickers, Saunders, and Hanson opposed.

Unfinished Business

Final approval of ordinance for abandoning the unnamed and unimproved 10 ft wide paper alley that extends between Moreland Avenue and Perimore Street (Ordinance 1029) (Legal)-A public hearing was held on November 26, 2012. A motion by Commissioner Sydnor to approve Ordinance 1029 was seconded and approved unanimously.

New Business

Request to go to bid for intersection improvements (Maryland Avenue and Trenton Street) (DPW)-A motion by Commissioner Sydnor to approve the request was seconded and approved unanimously. The City received a Community Legacy grant in the amount of $75,000.

Approve Resolution No. 12-019 for authorization to approve borrowing of funds related to acquisition of real property (DPW office) and vehicles-The property being purchased is located at 1025 Washington Street for a total amount of $350,000.00 (Up to $200,000 will be borrowed; the remainder will be paid by insurance.) $90,348 will be borrowed for the lease/purchase of four police vehicles; and $183,655 will be used to purchase a street sweeper. A motion by Commissioner Thomas to approve Resolution 12-019 was seconded and approved unanimously.

Approve lease agreement for Choptank River Lighthouse (Legal)-This item will be discussed at the December 17, 2012 meeting.

Growth Tier Map for Cambridge: Preliminary Review (P&Z)-A motion by Commissioner Vickers to approve Mayor Stanley signing the Growth Tier Map provided there are not any changes by the Planning and Zoning Commission was seconded and approved unanimously. [This map was approved before the Planning and Zoning Commission adoption (December 18) because it must be submitted to the State by December 31, 2012. The Council will not meet again until January 14, 2013.] The map has been approved by the State.


Approve Purchase Order(s):

PO 5661 - Atlantic Emergency Solutions - 8 helmets - RFC - $2,384.00-A motion by Commissioner Sydnor to approve Purchase Order 5661 was seconded and approved unanimously.

Additional Action by Council

Rob Collison announced that Council met in Closed Executive Session at 5:30 pm to discuss a personnel matter and obtain legal advice.

Future Vacant Police Dispatcher Position-A motion by Commissioner Sydnor to approve begin the process to hire a Police Dispatcher was seconded and approved unanimously.

A motion by Commissioner Sydnor to adjourn the meeting was seconded and approved unanimously.

With no further business, Mayor Victoria Jackson-Stanley adjourned the meeting at 8:08 p.m. I hereby certify that the foregoing is a true and accurate account of the Council meeting Monday, December 10, 2012, insofar as I personally am aware.
