HPC Work Session & Meeting Minutes

The Historic Preservation Commission conducted a Citizen's Input Work Session on Thursday, February 7th, starting at 5:30PM. The Commission met in work session at approximately 7:00PM.

 

Dan Brandewie, City Planner II, moderated the work session.  Several handouts including a Questionnaire, Comment Sheet, Agenda, and other documents related to the HPC process were distributed or made available to the public.  These documents included:

  • Current Rules of Procedures and By-Laws
  • Copies of the current HPC Guidelines
  • A summary of HPC related Ordinances as Adopted by City Council.
  • An excerpt of the current Zoning Ordinance that contains the HPC overlay zoning ordinance.
  • Article 66B-State Authorizing Legislation
  • A current map of the Historic District including the newly recognized Pine Street Historic District.
  • A copy of the Pine Street Nomination Report as submitted to the Secretary of Interior and Maryland Historical Trust.
  • A list of Web Site Links of other HPC Guidelines.
  • Summary excerpts of HPC Guidelines from Easton, Snow Hill and Chestertown and a sample format from a City in South Carolina.

 

Mr. Brandewie noted that the Questionnaire and format for tonight's meeting was modeled after a similar effort in the City of Frederick, Maryland conducted approximately 3 years ago.  There are poster boards with categories broken down into "What Works" and "What Doesn't Work" as it relates to both policies/procedures and the design guidelines.  The group could break into smaller subgroups or work as one body in discussing items of interest.  The attendees elected to remain as one group.  He noted he had received one document from a resident on suggestions that are summarized on one of the posters.

Attendees proceeded to discuss a number of topics as summarized on the Attachment A, and are incorporated herein as part of the minutes.  The Citizen Workshop concluded at approximately 7:00PM.

The Commission then convened a work session with Mr. Brian Roche chairing the meeting.  He began the meeting by taking roll call.

Commissioners Attending: Brian Roche, Will Dennehy, Katie Clendaniel, Farrel McCoy, Dormaim Bromwell Green.

Other Representatives or Staff Attending: Dan Brandewie, City Planner II.

Commission members proceeded to review the By-Laws and make suggested changes.  Jay Corvan and Jane Devlin made additional suggestions and comments.  The recommendation was to incorporate suggestions made tonight into a revised draft of the by-laws for review at the next meeting.  The Work Session concluded at approximately 9:30PM.
