HPC Meeting Minutes

May 16, 2013

The Historic Preservation Commission met on Thursday, May 16th, 2013 at the City Council Chambers, 305 Gay Street.  Brian Roche chaired the meeting and called the meeting to order at approximately 7:05 p.m.  He began the meeting by taking roll call.

Commissioners Attending: Brian Roche, Chair; Dormaim Bromwell Green, Katie Clendaniel, Farrell McCoy, Will Dennehy.

Other Representatives or Staff Attending: Anne Roane, City Planner.

Brian Roche presented the opening statement. There were no changes to the agenda.

Oath Administered-Persons Wishing to Testify: Mr. Roche reviewed protocol for the meeting and administered the oath to all persons wishing to testify.

Approval of Minutes:

November 15, 2012 Regular Meeting

March 7th, 2013 (Citizens Advisory Meeting-HPC Workshop)

April 4th, 2013 (Citizens Advisory Meeting-HPC Workshop)

April 18th, 2013 (Regular Meeting)

May 2nd, 2013 (Citizens Advisory Meeting-HPC Workshop)

 

Brian Roche asked if there were no objections to delaying action the minutes. There were none.

 

Consent Agenda:

HPC#38-13, 203 West End Ave., George Harvey (owner), replace 3 tab shingles with GAF architectural dimensional shingles on house and front porch.

Ms. Roane noted that staff reports have been provided for the cases tonight.  Brian Roche asked if there were any comments from Commission members or the public on this item for consideration under the Consent Agenda.  Hearing none, he requested a motion.

Will Dennehy moved to approve Case No. #38-13 as an item on the Consent Agenda, seconded by Dormaim Bromwell Green.  Motion Carried.

 

Extension/Continuation

HPC#31-13, 705 Church St.: Jamie Richardson (applicant-purchaser): to replace existing one over one windows with one over one vinyl replacement windows.  The HPC acted to table action on this application at the last meeting with concurrence of property owner to explore ways to preserve or repair/replace front and other windows.  Ms. Roane stated that Mr. Richardson has again requested that this item be tabled.  No action necessary.

 

Regular Agenda Items

HPC#37-13, 300 Choptank Ave. Brian Ivers (owner): install handicapped access ramp on side of house extending to front yard area.

Ms. Roane stated that the applicant could not attend the meeting and has requested that the HPC consider conducting a Special Called Meeting to accommodate this request.  HPC members discussed the application and expressed concern over the details of the plans, setbacks to the sidewalk on Choptank Avenue, and type of materials proposed for the construction of the ramp.  There was no one to comment on this application from the public.

 

Katie Clendaniel moved to table the application to a Special Called Meeting; seconded by Will Dennehy.  Motion Carried.

 

HPC#39_-13, 612 Locust St., Zion Methodist Church, Verna Asplen, 612 Locust St. presented a request to install a historical marker near the church entrance on Locust Street.  There is an existing sign board on the right side area of the main entrance.  The church is seeking to bring recognition to the history of the church.  She reviewed the sample markers that were submitted with the application; while no final selection has been made, this is the direction they want to go in.  They would like to either place the marker on either the left side of the sidewalk area or toward the corner near the intersections of Locust and Mill Streets.  There were no comments from the public.  The HPC acted to close the discussion.

After further deliberation, HPC members recommended that the design of the historical marker be consistent with the examples as submitted and expressed concern that the location of the marker near an intersection be further evaluated by DPW staff.  They elected not to comment on the content of the marker.

Farrell McCoy moved to approve the placement of a historical marker for Zion Methodist Church based on the sample marker designs as submitted with the application with the final location to be reviewed by staff with the Department of Public Works for site visibility and setbacks.  Will Dennehy: second to the motion.  Motion Carried.

 

Discussion-Courtesy Review

Mr. Roche noted that he will be in attendance at the West End Citizen's Association annual meeting for a brief overview of the work of the HPC on the guidelines, and rules of procedures. Members are encouraged to attend as well.  The meeting is on Sunday, May 19th, 2-4:00PM.

 

Administratively Approved/Routine Maintenance:

Ms. Roane noted two items that were approved by Mr. Brandewie since the last meeting.

HPC-Adm #25-13, Long Wharf Park, City of Cambridge, install small decorative roof over electric box.  Administratively approved as minor landscaping.   April, 2013.

HPC-Adm #26-13, 112 High Street, James and Marianne Benson, (Bed and Breakfast); replace upper (4' x 8') metal flat roof with Durolast composite roofing material.  Not visible from street.  Administratively approved May 6, 2013.

Brian Roche asked members of they had questions regarding any of the items listed under administrative approval.  There were no questions.

HPC members acted to adjourn the meeting at approximately 8:30PM.
