HPC Work Session & Meeting Minutes

August 1, 2013

Staff conducted a combined Citizen's Input and HPC Work Session on Thursday, August 1st, 2013 at the City Council Chambers starting at 6:20PM.

Commissioners Attending: Brian Roche, Chair; Katie Clendaniel

Members Absent: Will Dennehy, Farrell McCoy, Dormaim Bromwell Green

Other Representatives or Staff Attending: Dan Brandewie, City Planner II; Commissioner Jackie Vickers.

Mr. Brandewie provided an up to date copy of the FAQ, Frequently Asked Questions document previously reviewed.  There were two minor suggestions made.  It was recommended by staff to go ahead and post this on the website.  Staff also provided copies of the draft Guidelines with minor changes made to Chapter 1:  Introduction.  There have been no additional changes on the remaining material.  In addition, staff provided a handout on methods to better inform the public that their property may be subject to oversight by the HPC, particular for new property owners.  Examples from Aurora, Illinois and Annapolis Maryland were cited.  Staff believes that Maryland State law does not require real estate disclosure statements for Historic Districts as does Virginia.  In the Aurora model, an ordinance was adopted that requires a seller to provide preprinted information to the buyer of a historic district property.  In the Annapolis model (local Ord. No. 0-1-04-2005) a contract for sale of historic district property must include a highlighted statement that the subject property is in the Historic District.  It was recommended that more research be conducted on the model ordinances.

There being no further business, the meeting adjourned at approximately 7:15PM.
