HPC Workshop Minutes

March 13, 2014 Workshop

The Historic Preservation Commission met on Thursday, March 13th, 2014 at the Council Chambers, 305 Gay Street. Brian Roche, Chair, began the meeting at approximately 7:00PM by taking roll call.

Commissioners Attending: Brian Roche, Will Dennehy, Ron Berman, Patricia Weichmann.

Commissioners Absent: Dormaim Bromwell Green, Mike Russo,

Other Representatives or Staff Attending: Dan Brandewie, City Planner II.

Mr. Brandewie provided an overview of a handout and what material staff is requesting for review. Chapter 5 has been broken up into two segments: a part 5A dealing with materials and 5B that contains guideline material on building elements such as porches. Discussion followed about the format and the changes from the previous draft material. Mr. Brandewie noted that because so many changes were made it was not practical to track all the changes in the original document. After further discussion on format, Mr. Brandewie proceeded to review Chapters 5a and 5b. Changes and suggestions were made by members with input received from members of the public on the subject of roofing material. It was recommended to use the checklist format where appropriate in the document. At the conclusion of this discussion, the Chair requested members to accomplish the following tasks:
1. Will Dennehy to review 5, 5a and 5b material on Rehabilitation to pare down, consolidate and add checklist. May want to comment on Demolition and Chapters 1-4.
2. Ron Berman to review the Chapter on Streetscape and add checklist.
3. Patricia Weischmann to review the Chapter on Signage and include a draft Checklist
4. Brian Roche to review the section on windows.
5. Staff to review chapters to eliminate redundancy on Chapter 5 and Sustainability Chapter, and incorporate graphics/pictures into draft.

Brian Roche further recommended that references to "case by case basis" be addressed and to make sure that specific criteria are necessary to qualify for exceptions, further recommends that specific sections have checklists. He recommends that the sections be organized along the following: background, general guidelines, then specific criteria checklist.

Members are to forward their comments and changes to Mr. Brandewie by March 27th, with changes to be made and circulated prior to the April 3 HPC workshop.

The meeting concluded at approximately 9:15PM.
