June 26, 2014 - Workshop Minutes

The Historic Preservation Commission met on Thursday, June 26th, at the Council Chambers, 305 Gay Street. Brian Roche, Chair, began the meeting at approximately 7:00PM and took a roll call of members attending.

Commissioners Attending: Brian Roche, Ron Berman, Patricia Weischmann, Mike Russo

Commissioners Absent: Dormaim Bromwell Green, Will Dennehy

Other representatives or staff attending: Dan Brandewie.

Brian Roche stated that this workshop is to continue work on the Design Guidelines. The following items were discussed and considered.

HPC Design Guidelines

4.1 Introduction (page 26).

This section deals with the individual components of historic structures and offers guidelines on how these components can be restored and maintained.

6.3 E (Page 66): recommend to delete: Chapter 4 includes a detailed review an overview of the types of building materials most commonly typically found in the Historic District, while Chapter 1 discusses the history of the Historic District and types of structures found there. These sections provide information that will be useful in preparing sympathetic new designs.

Minor editorial changes were made to Chapter 5. It was recommended to delete out the ADA section as this was to be a stand-alone chapter (page 59). It was recommended that staff conduct more research on 5.14 as to when an archeological assessment or further mitigation and archeology measures are required. Some of the language in this section was recommended to be deleted.

It was recommended that the reference to "mass' or "massing' be added back as it was an important concept when considering new construction (page 66).

Delete bottom paragraph of Section 6.3 E as it was not accurate (page 66.)

Remove paragraph on skylight area requirements per Section 6.3 F (page 67).

Modify 4th paragraph under Section 6.3 Windows (G) discussing oriel, round and paladin windows (page 68).

Members focused on Chapter 5 and 6 with some minor changes made to Chapter 4.

Brian Roche noted that Will Dennehy will send Jill Jasuta Chapters 4, 5 & 6 before July 10.

The HPC will review Chapters 7-11 at July 10 meeting.

Brian Roche drafted up the following revised schedule for review and adoption of the draft guidelines:

1) First Draft & *Executive Summary* Released to Public & City Council
2) Public Hearing on First Draft and timeline for Comments
3) HPC Work Session to consider comments
4) Second Draft Released to Public & City Council (with responses to Public Comments)
5) Public Hearing on Second Draft and timeline for Comments
6) Third Draft Released to Public and City Council
7) Joint work session with HPC & City Council to address council concerns
8) Final Draft Presented to Council (with responses to Council Comments)
9) Final Draft Presented to Council
10) Council Conducts their Public Hearing Process.

Additional research items were assigned to Patricia Weischman:
_ 6.3 F: Skylights are not permitted from the street but will look up if a percentage is appropriate or customary on non-street facing facade.
_ 5.3.B Define "appropriate and sympathetic materials"
_ 5.13 Break out commercial and residential ADA into a separate chapter/section
