HPC Minutes

August 7, 2014 - Workshop

The Historic Preservation Commission met on Thursday, August 7th, 2014 at the City Council Chambers, 305 Gay Street. Brian Roche chaired the meeting and called the meeting to order at approximately 7:05 p.m. He began the meeting by taking roll call.

Commissioners Attending: Brian Roche, Will Dennehy, Ron Berman, Mike Russo.
Absent: Patricia Weischmann, Dormaim Bromwell Green
Other Representatives or Staff Attending: Dan Brandewie, City Planner II.

Members began the meeting by reviewing Chapter 11, Demolition and Demolition by Neglect. Major topics of discussion included:

• moving the standards for "significance" to a different chapter;

• how to address the need for replacement plans or redevelopment plans when an application for demolition is considered and acted upon;

• the length of time before actual demolition has to begin as authorized by the COA versus what the City may want to see happen, especially if the structure has been substantially damaged and is a threat to public safety.

• The procedures for demolition by neglect were reviewed. It was decided to shorten this paragraph and make reference to the zoning procedures for cases involving demolition by neglect.

Members and staff also reviewed staff's draft on the HPC application and the staff memo that described the various elements and changes; they recommended combining this material with the form drafted up by Mr. Dennehy. The next workshop is scheduled for August 14th.
