HPC Minutes

August 14, 2014 - Workshop

The Historic Preservation Commission met on Thursday, August 14th, 2014 at the City Council Chambers, 305 Gay Street. Brian Roche chaired the workshop meeting and called it to order at approximately 7:05 p.m. He began the meeting by taking roll call.

Commissioners Attending: Brian Roche, Will Dennehy, Ron Berman, Mike Russo.
Absent: Patricia Weischmann, Dormaim Bromwell Green
Other Representatives or Staff Attending: Dan Brandewie, City Planner II. Jackie Vickers, City Commissioner.

Members began the meeting by reviewing Table of Contents, and Chapters 1-4. Major topics of discussion included:

• Additional language was suggested on repair vs replacement in the context of "routine maintenance".
• Discussion centered on how to interpret the language that refers to "areas intended to be visible from the street" and how lenient the HPC can be is evaluating changes in the of buildings; or whether the HPC can even regulate facades that are not visible from the street. Mr. Brandewie offered to provide members more information on the subject. It was recommended that HPC members call MHT staff to get their perspective on this language.
• Discussion was held on how to address deadlines for receiving applications in the office and when to send out materials to HPC members. The majority of members were comfortable receiving information 7 days before the meeting.
• Discussion was held on how to address replacement materials and windows for situations that have substitute materials already in place and an owner needs replace or repair "replacement materials" such as vinyl windows or vinyl siding. Additional language was recommended to be inserted in the document.

Members complimented Jill Jasuta on the work she has done on the draft Guidelines. The next workshop is scheduled for August 26th.
