Commissioner Sputty Cephas is a native of Cambridge, Maryland, born on August 6, 1991 to Lance & Janet Cephas. He is the youngest brother to LaJan, Lance Jr, and Janay. He was educated in Dorchester County, Maryland. He graduated with the CSDHS class of 2009.  He attended Chesapeake College to pursue a degree in Business Administration. He currently resides in the 4th Ward in Cambridge, Maryland.

Sputty has always been an intentional and passionate individual whether it was in school, the workplace, or a social setting. He has such a personality that is known to be remembered. Growing up he was always deemed a leader destined for something great which has followed him into his present life.

Sputty has been employed in the Financial Industry since 2008 where he started as a Teller at National Bank of Cambridge (presently 1880 Bank).  Having developed from a Teller, to a Sales and Service Specialist, to a Relationship Manager at Bank of America, he currently holds a position as Branch Management for a National Banking Corporation.  Sputty is a proud and faithful member of Greater Refuge Temple Church of God in Cambridge, Maryland where he serves in the areas of Administration, Adjutancy, Finance, Public Relations, and Youth Ministry.  He is the Executive Administrator to the Senior Pastor, Dr. Cynthia & Elder Rod Porter.

Mr. Cephas has had a desire and passion to serve the city he resides in for quite a while. After discussing this passion, he was encouraged to run for City Commissioner but was two weeks too young to be an elected official at that time. He didn’t allow that to kill his passion but it encouraged him to become more involved. Under the leadership of Mayor Victoria Jackson Stanley, Mr. Cephas was appointed to the search committee of the Cambridge Police Department. This committee was responsible for a thorough screening and interview process to be able to recommend top Police Chief Candidates for the Cambridge Police Department. After successfully serving on that committee, he was appointed to the Cambridge Police Department Police Advisory Council as the Mayor Appointee and currently serving his second term. This Council is responsible for advising the police department on complaints from the citizens and improvements in the operation of the department. This board is also responsible for making recommendations to the City Council for areas in which police activities can better serve the citizens of Cambridge. Sputty used this inspiration to run for City Council in the 2020 Election and was elected by the constituents of the 4th Ward to serve as City Commissioner.  In Cambridge’s History, Commissioner Cephas is the youngest ever elected to City Council.

In every opportunity given to serve the city of Cambridge, Mr. Cephas has demographically been the face of diversity which has encouraged his desire to serve in greater capacities and to continue to be the face of diversity that will make a difference in this community.  He believes that the city is an undiscovered gem that has a lot of potential.  Offering a younger approach, and a fresh perspective, we can move the direction of the city to a progressive destiny. He strongly believes, without youth, there is no growth. Without seasoned individuals, we lack wisdom.
