City and RFC Focus on Train Garden Relocation
The City of Cambridge is embarking on renovating “Old City Hall”, the building on Gay Street that formerly housed the Rescue Fire Company and city offices, including the city clerk’s and mayor’s offices. Currently this space is partially occupied by the Train Garden. The Gay Street location was never planned as the permanent home for this display. As the renovation efforts begin, relocation of the exhibit is imperative.
City Manager Glenn Steckman understands the historical importance of the Train Garden. The City of Cambridge is working with the Rescue Fire Company (RFC) leadership, according to City Manager Glenn Steckman, “to preserve the 10s of thousands of dollars in trains and equipment that has been purchased by the Train Garden or donated by display by the public.” The goal of this collaboration is to secure a new home for the Train Garden.

Ordinance 1262 Vetoed by Mayor
During their regular meeting on Monday, Feb. 9, the City Council held a public hearing and a vote on Ordinance 1262. This ordinance amends Chapter 4 of the City Code to enact a new article entitled “Vacant Commercial Storefront Registration.” This section of the code would deal with the process of registering vacant commercial properties within the city and any fees, inspections and fines that accompany compliance.
After the public hearing, where a few people expressed concerns about the fines and a lack of timely information on the ordinance, the Council discussed how the ordinance works and the concerns expressed by residents. At the close of deliberations, the Commissioners voted to approve the ordinance.
On Wednesday morning, Mayor Lajan Cephas-Bey vetoed the ordinance. She indicated the reasons for her veto:
- A lack of public dialogue on the issues
- That the process should be designed to produce results, not just paperwork
- Enforcement should be fair and consistent citywide
- Mixed-use buildings are not clearly addressed
- Disaster-related vacancies need clear exceptions and a reasonable time limit
The mayor returned the ordinance to the Commissioners for reconsideration.

Charles Cornish was elected president of the Cambridge City Council on July 20, 1964, making him the first Black to hold that title in Cambridge and in the state of Maryland. According to an article in the New York Times, Mr. Cornish’s election came after the reorganization of the Council following a “bitterly contested municipal election” that pivoted heavily on race relations troubles.At the time of his election to Council president, Mr. Cornish was the only Black and was a senior member of the Council, having served for 18 years.Mr. Cornish was an active member of the Republican party and during his career was well-known and active statewide and on a national level, earning statewide and national appointments as well as serving on many city, county, and Eastern Shore boards and committees.Charles Cornish fue elegido como presidente del Consejo Municipal de Cambridge el 20 de julio del 1964, convirtiéndose en el primer afroamericano en ocupar ese cargo en Cambridge y en el estado de Maryland. Victoria Jackson-Stanley, in 2008, became the first Black female mayor of Cambridge and simultaneously became the first Black mayor on the Eastern Shore of Maryland. She served the City of Cambridge for three terms, navigating the city from a mayor-run administrative government to a city-manager run structure that continues today.Jackson-Stanley was born in Cambridge and graduated from Cambridge High School in 1970. She was among the first students to attend the formerly all-White high school as Dorchester County was integrating the school system during the 1970s. She went on to graduate from Salisbury University and Howard University with bachelor's and master's degrees in social work from each respectively.Over her lifetime, Mrs. Jackson-Stanley has focused her energy on service to the community, in the tradition of her family, especially her dad, Fred Jackson, Sr. She has volunteered her time on many boards including Girl Scouts of the Chesapeake Bay, the Chesapeake College Board of Trustees, the Salvation Army’s Advisory Board, Habitat for Humanity, the Mid-Shore Mediation Committee, and the Maryland Mayors Association. She also works tirelessly in her church, Waugh Chapel United Methodist Church and has never turned down an opportunity to share her experiences, wisdom and support for the children of this city.The Eastern Shore Land Conservancy quotes her saying: “The Choptank River, where it flows under the Malkus Bridge, is one of my favorite places. The sight and sound of the water is so peaceful for me. Melvin Jews, the administrative judge of the District Court of Maryland for District 2, which covers Dorchester, Somerset, Wicomico and Worcester counties, was the first Black District Court Judge in Dorchester County when he was appointed by Gov. O’Malley in 2014. He took over as administrative judge in September 2024. Judge Jews is a dynamic speaker throughout the MidAtlantic region.Judge Jews grew up in Cambridge, graduating from Cambridge-South Dorchester High School in 1978. He attended University of Maryland College Park, then graduated from the University of Maryland School of Law and was admitted to the Maryland Bar in 1986. He worked as a staff attorney for the Legal Aid Bureau and then in private practice throughout Maryland until he was appointed to the bench in Dorchester County.Judge Jews is licensed to practice law before all Maryland Courts, the United States District Court for Maryland, the United States Court of Appeals for the Fourth Circuit, and the United States Supreme Court.Melvin Jews, juez administrativo del Tribunal de Distrito de Maryland para el Distrito 2, que abarca los condados de Dorchester, Somerset, Wicomico y Worcester, fue el primer juez de la raza negra del Tribunal de Distrito en el condado de Dorchester, cuando fue nombrado por el gobernador O’Malley en el 2014. The City of Cambridge is moving into the next phase of the comprehensive planning process. The comments and desires of the community were synthesized into a draft plan. The first draft was reviewed and discussed by groups including community members, elected City officials, members of the various City committees and City staff. Their comments and concerns, informed by information gathered during the charettes, have been incorporated in a new draft. This new draft is being turned over to YOU!
Please review the plan and submit your feedback, in writing, about any and all of it. Using the link https://www.plancambridgemd.com/ will get you to a website where you can download the document or read it in your browser and then access the feedback link to record comments you have.

Randolph Jews, Sr. was the first Black to join the Cambridge Police Department. He began his service in 1939 and served the community for 30 years. He was the first Black police officer in the State of Maryland and the first Black officer to carry a gun.As part of a 2025 Cambridge City Council presentation honoring his service, it was noted that his superpower was “reasoning” and that he was willing to share his wisdom with any who wanted it. He served in Cambridge during the height of Civil Rights action in Cambridge.He was called an unsung hero who did his duty as the law allowed. For much of his service, because he was Black, he was not allowed to enter the homes of White people or to arrest them.When he retired from the force, he held the rank of corporal.

Cambridge History Moment #1
In 1986, Lemuel Chester, Cambridge resident, becomes the first Black member of Dorchester County Commission and the first Black to represent the City of Cambridge at the county level. This was possible because a federal judge issued a consent order forcing the County to change from an at-large system to a district system in response to a Justice Department lawsuit alleging the at-large system discriminated against Blacks. In this election, the Republican and Democratic candidates for District 2 were both Black, also a first.

SAFETY PRECAUTION WITH WATERFRONT AREAS / PRECAUCIONES DE SEGURIDAD EN ZONAS RIBEREÑAS
The Cambridge Police Department and the City of Cambridge would like to remind citizens that it is unsafe to be on any ice-covered bodies of water in and around Cambridge and Dorchester County. As it may look and feel like it is frozen enough to be safe to walk on, there could still be a huge risk of falling through thin ice into the frigid water where it would be extremely hard for first responders to safely retrieve a person from the water in the current conditions. Please stay off the ice. If a pet happens to wander onto an area covered in ice and cannot safely exit, contact emergency responders to come and assist with retrieving them instead of putting yourselves at risk by calling 911.
See attached photos that were captured the morning of 2-2-26 by the Cambridge Police Department Drone Unit of some of the waterfront areas around Cambridge. In the photos you can see there are open areas in the ice where it is not safe.

2026 Spring Clean Up / Limpieza de primavera 2026
Spring is coming! I know, right now in the midst of this cold weather it doesn’t seem like it, but it will be here, and soon.
To support residents in this important (AND WONDERFUL) transition and the associated annual tradition of SPRING CLEANING the Cambridge Department of Public Works (DPW) is offering to pick up your extra trash. (This does not include yard debris, construction debris, automotive debris or tires.)
The extra pick-up will be done by Ward and you will have an entire week to get on the clean up list for your area. The schedule is as follows:

Cambridge – According to Cambridge Police Chief Justin Todd, there has been an uptick in vehicle break-ins and thefts citywide. These have been occurring mostly during the late evening and overnight hours.
The Cambridge Police Department (CPD) is reminding everyone to remove all valuables from the vehicle or make sure they are secured out of sight. Also, please make sure to lock your vehicle whenever you get out of it.
If you see something or anyone suspicious, please contact the police department immediately.

Ordinance 1262 Vetoed by Mayor
During their regular meeting on Monday, Feb. 9, the City Council held a public hearing and a vote on Ordinance 1262. This ordinance amends Chapter 4 of the City Code to enact a new article entitled “Vacant Commercial Storefront Registration.” This section of the code would deal with the process of registering vacant commercial properties within the city and any fees, inspections and fines that accompany compliance.
After the public hearing, where a few people expressed concerns about the fines and a lack of timely information on the ordinance, the Council discussed how the ordinance works and the concerns expressed by residents. At the close of deliberations, the Commissioners voted to approve the ordinance.
On Wednesday morning, Mayor Lajan Cephas-Bey vetoed the ordinance. She indicated the reasons for her veto:
- A lack of public dialogue on the issues
- That the process should be designed to produce results, not just paperwork
- Enforcement should be fair and consistent citywide
- Mixed-use buildings are not clearly addressed
- Disaster-related vacancies need clear exceptions and a reasonable time limit
The mayor returned the ordinance to the Commissioners for reconsideration.

Charles Cornish was elected president of the Cambridge City Council on July 20, 1964, making him the first Black to hold that title in Cambridge and in the state of Maryland. According to an article in the New York Times, Mr. Cornish’s election came after the reorganization of the Council following a “bitterly contested municipal election” that pivoted heavily on race relations troubles.At the time of his election to Council president, Mr. Cornish was the only Black and was a senior member of the Council, having served for 18 years.Mr. Cornish was an active member of the Republican party and during his career was well-known and active statewide and on a national level, earning statewide and national appointments as well as serving on many city, county, and Eastern Shore boards and committees.Charles Cornish fue elegido como presidente del Consejo Municipal de Cambridge el 20 de julio del 1964, convirtiéndose en el primer afroamericano en ocupar ese cargo en Cambridge y en el estado de Maryland. Victoria Jackson-Stanley, in 2008, became the first Black female mayor of Cambridge and simultaneously became the first Black mayor on the Eastern Shore of Maryland. She served the City of Cambridge for three terms, navigating the city from a mayor-run administrative government to a city-manager run structure that continues today.Jackson-Stanley was born in Cambridge and graduated from Cambridge High School in 1970. She was among the first students to attend the formerly all-White high school as Dorchester County was integrating the school system during the 1970s. She went on to graduate from Salisbury University and Howard University with bachelor's and master's degrees in social work from each respectively.Over her lifetime, Mrs. Jackson-Stanley has focused her energy on service to the community, in the tradition of her family, especially her dad, Fred Jackson, Sr. She has volunteered her time on many boards including Girl Scouts of the Chesapeake Bay, the Chesapeake College Board of Trustees, the Salvation Army’s Advisory Board, Habitat for Humanity, the Mid-Shore Mediation Committee, and the Maryland Mayors Association. She also works tirelessly in her church, Waugh Chapel United Methodist Church and has never turned down an opportunity to share her experiences, wisdom and support for the children of this city.The Eastern Shore Land Conservancy quotes her saying: “The Choptank River, where it flows under the Malkus Bridge, is one of my favorite places. The sight and sound of the water is so peaceful for me. Melvin Jews, the administrative judge of the District Court of Maryland for District 2, which covers Dorchester, Somerset, Wicomico and Worcester counties, was the first Black District Court Judge in Dorchester County when he was appointed by Gov. O’Malley in 2014. He took over as administrative judge in September 2024. Judge Jews is a dynamic speaker throughout the MidAtlantic region.Judge Jews grew up in Cambridge, graduating from Cambridge-South Dorchester High School in 1978. He attended University of Maryland College Park, then graduated from the University of Maryland School of Law and was admitted to the Maryland Bar in 1986. The City of Cambridge is moving into the next phase of the comprehensive planning process. The comments and desires of the community were synthesized into a draft plan. The first draft was reviewed and discussed by groups including community members, elected City officials, members of the various City committees and City staff. Their comments and concerns, informed by information gathered during the charettes, have been incorporated in a new draft. This new draft is being turned over to YOU!

Randolph Jews, Sr. was the first Black to join the Cambridge Police Department. He began his service in 1939 and served the community for 30 years. He was the first Black police officer in the State of Maryland and the first Black officer to carry a gun.As part of a 2025 Cambridge City Council presentation honoring his service, it was noted that his superpower was “reasoning” and that he was willing to share his wisdom with any who wanted it. He served in Cambridge during the height of Civil Rights action in Cambridge.He was called an unsung hero who did his duty as the law allowed. For much of his service, because he was Black, he was not allowed to enter the homes of White people or to arrest them.When he retired from the force, he held the rank of corporal.

Cambridge History Moment #1
In 1986, Lemuel Chester, Cambridge resident, becomes the first Black member of Dorchester County Commission and the first Black to represent the City of Cambridge at the county level. This was possible because a federal judge issued a consent order forcing the County to change from an at-large system to a district system in response to a Justice Department lawsuit alleging the at-large system discriminated against Blacks. In this election, the Republican and Democratic candidates for District 2 were both Black, also a first.

The Cambridge Police Department and the City of Cambridge would like to remind citizens that it is unsafe to be on any ice-covered bodies of water in and around Cambridge and Dorchester County. As it may look and feel like it is frozen enough to be safe to walk on, there could still be a huge risk of falling through thin ice into the frigid water where it would be extremely hard for first responders to safely retrieve a person from the water in the current conditions. Please stay off the ice. If a pet happens to wander onto an area covered in ice and cannot safely exit, contact emergency responders to come and assist with retrieving them instead of putting yourselves at risk by calling 911.

Spring is coming! I know, right now in the midst of this cold weather it doesn’t seem like it, but it will be here, and soon.
To support residents in this important (AND WONDERFUL) transition and the associated annual tradition of SPRING CLEANING the Cambridge Department of Public Works (DPW) is offering to pick up your extra trash. (This does not include yard debris, construction debris, automotive debris or tires.)
The extra pick-up will be done by Ward and you will have an entire week to get on the clean up list for your area. The schedule is as follows:

Cambridge – According to Cambridge Police Chief Justin Todd, there has been an uptick in vehicle break-ins and thefts citywide. These have been occurring mostly during the late evening and overnight hours.
The Cambridge Police Department (CPD) is reminding everyone to remove all valuables from the vehicle or make sure they are secured out of sight. Also, please make sure to lock your vehicle whenever you get out of it.
If you see something or anyone suspicious, please contact the police department immediately.
